Actually, I have a Cingular service with international
service turned on and my phone worked fine on Roatan
(expensive). Your real issue may be the GSM bands in
your actual cell phone--not related to your carrier.
I have a quad band phone so it covers the GSM band
    anywhere in the world.

Very good series of articles on international cell
    service.

Bottom line, the sim card approach is great for local
service in foreign companies--I use it everywhere, but
only if your basic phone equipment has the proper GSM
    brand.

I actually use two phones, one with my international
Cingular service so that my US-based phone number
works and people in the US know how to reach me. I
take their call and tell them I will call them right
back and call them back on the other phone with the
local-pay-as-you-go SIM card. When you put the sim
card in your everyday phone, it changes your phone
number for as long as it is in there.
