Actually, I have a Cingular service with international service turned on and my phone worked fine on Roatan (expensive). Your real issue may be the GSM bands in your actual cell phone--not related to your carrier. I have a quad band phone so it covers the GSM band anywhere in the world.

Bottom line, the sim card approach is great for local service in foreign companies--I use it everywhere, but only if your basic phone equipment has the proper GSM brand.
I actually use two phones, one with my international Cingular service so that my US-based phone number works and people in the US know how to reach me. I take their call and tell them I will call them right back and call them back on the other phone with the local-pay-as-you-go SIM card. When you put the sim card in your everyday phone, it changes your phone number for as long as it is in there.
