If a person is legally married in Honduras (i.e., license, service performed by the alcalde, registered, etc.), it is certain that he/she cannot remarry in the USA legally without first obtaining a divorce. That divorce should be obtainable in the USA if they can establish residency under applicable state law.
In Honduras its not unusual to be 'married' under what is called a union libre. I understand similar to what used to be recognized in many states in the USA (and probably still is in some) as a common law marriage, but I do not know the full legal ramifications. Under common law marriage you were legally married to the person and, a subsequent marriage, without divorce, would be illegal.
