I don't know if anyone on this list is living in Comayagua so you may not get any specific answers about the best places to eat or shop for groceries. You'll be close to Tegus so that will be an easy day trip if you need to buy anything not available in Comayagua.
Water for a one-room apartment is probably insignificant. You can probably count on it being less than US $10 a month, maybe as little as $1 per month.
Cable (here in La Ceiba) is about US $15 per month and that includes about 90 stations (many in English) and 4-6 movie channels, some in English. Cable with internet access is about US $60 although there are different speeds and rates available, one higher and one lower.
Electric (here in La Ceiba - I don't know if other parts of the country have different rates) is L.1.31 per khw PLUS an energy adjustment of 53%, which works out to about US 11 cents per khw. There is also a small charge for public lighting. If you don't have an electric stove, dryer, or hot water heater, and don't run an A/C all the time, your monthly cost is likely to be under US $50, maybe way under. We have all those things, except that we only rarely use the A/C, and our bill runs around US $85 per month.
Exchanging money (US dollars) is easy and can be done at any bank. You don't have to have an account. If you are talking about Canadian dollars, then that might be a problem. We've had a lot of discussion about using debit cards, so you might want to search the message archives for that, but basically visa debit cards are accepted at most ATMs. You'll receive lempiras and be charged an exchange fee by your bank plus a small transaction fee by the Honduran bank ( L.10 - L.30).
I'd hesitate to guess about rents in Comayagua, but I don't think you need to worry about a one room apartment being excessive.
