It sounds as though you're getting a few different rules, that apply to
different types of residencies, mixed up in there. Your best bet is, if
you are applying for a residency, ask your lawyer. I even got 3
different answers from 3 different people *that work* for the aduana
here on Roatan. My truck is shipping down this week, and I'll finally
believe the answer *when it happens*.
If you are not applying for a residencty, you can bring in your vehicle
and get a 90-day permit, which is renewable once (ie, 180 days total),
after that the vehicle must leave the country. If you aren't sure what
you're doing yet, I'd recommend this option. It needs to be currently
registered in the US for this option and you will not pay taxes. The
five year (I've heard it is now seven) rule applies only to investment
and pensionado typw residencies, and that's where the one time duty
free household items thing comes from too.
Other than that, be more specific about your situation and we can try
to be more specific about the answer......because basically, there
    isn't one simple answer.
