I don't want to babble on too much but depending on what is the calling need that you have you can either:
1) go to cibercafe's to call the US at very low prices ($0.10 a minute or so.. YMMV) or 2) buy a cheap cellphone in one of many stores to make local calls. Plus you can also make calls to the US from those cellphones at US$0.28 a minute. The come bundled with lots of free minutes so you can use the free minutes for local calls and the recharge cards for international calls.
I would use the roaming service as a "last resort" or to be able to recieve incoming calls to your same phone # as in the US.
