My family and I traveled to Tela from Tegucigalpa a couple of weeks ago and found it to be quite safe. The new tourists police have made a big difference in Tela and to my knowledge there have been no crime incidents with tourists in over a year. Obviously, that's a much better record than Atlantic City, NJ or Miami Beach USA. However, some common sense is advisable alertness is advisable as in any tourist city. We really enjoyed the Jeannette Kawas (Punta Sal) national park. There is a beautiful beach a jungle trail and there is some snorkeling although it is nearly as good as the islands Utila or Roataan. You can schedule a boat ride to the park from hotels in Tela.
If you really want great snorkeling you will need to take a bus or van to the dock (Mulle de Cabotage) in La Ceiba where you can catch a ferry to Utila or Roatan. The Ferry is about 2 hours from Tela and the ferry about an hour to the islands. One of the hotels in Tela can probably arrange private transportation for you to Ceiba - possiiibly a taxi.or van. You need to arrive at least half hour early to buy tickets for the ferry. It is probably necessary to stay overnight in either island to enjoy the snorkeling. There is a great snorkeling reef easily accessible from the beach in West Bay Roataan. There is also a good reef accessible from the small public park in Utila near the old airport. (you need to walk across older dead reef to reach the live reef)
