I am sure that there will be other input.. as for snorkling in Tela... I think you will not be happy (or satisfied) with the snorkling experience there.. By far the best place is on the island(s).... As far as safety in Tela? I would not have any worry there... It is a great place.. and of course(as is with most places in the world) it is best not to be flashing around money... carrying/wearing jewelry that might be appealing to thieves(as with anyplace in the world).....
