Internet "cafes" that offer VOIP calls can operate legally , they are all over the country. You do have to get a registration document from Conatel but it's easy as long as your ISP is registered with them. I did it for a friend who owns a ciber-cafe in Catacamas and I know it was pretty straight forward once he used a registered ISP or a registered distributor for a foreign ISP.
