Was this on the newspapers? Sad that they won't let businesses operate, but they must have had a reason or at least an excuse to burst in (usually with the help of Conatel).
The big thing they chase is Long distance bypassing. If TTI was doing LD bypassing it is still against the law. Any other telecom service they provide that was not yet authorized would've probably just meant a fine and stop of operations until they get the permits.
They don't just target foreign operators, here in Tegus they have closed several LD bypass "clandestine" operations about the same way that is reported there. I can't wait for the telecom bill to be passed by congress to take the LD triopoly taken away from Hondutel, Tigo and Claro.
