1) It's for personal use, or non-profit. 2) Mainly because it does not use the Honduran phone network to complete the call.
going a bit tecnical I would say that maybe Packet8 can set up their devices to use the G.729 codec, while Vonage probably uses the default G.711 codec. 729 uses about 1/8 of the bandwith that 711 uses, so in a limited bandwith situation a call using 729 would sound much better than using 711. There might be a slightly lower call quality with 729 but it's almost undetectable most of the times (unless you are sending a fax or something like that).
