Yes, it's called Voice Over Internet Protocol... VOIP phone service. Packet 8 is one type... Vonage is another. $22/month for unlimited calls to States/Canada. You need a broadband high speed internet connection--it doesn't work well with satelite dishes but great with cable internet.
