I tried answering this post yesterday too, but the groups went down.
The FAA lists Tegoose in an Advisory Circular FOR SPECIAL AREA/ROUTES
AND AIRPORTS requiring specific PIC training, but Toncontin is not
even listed. I would like to see an official Honduran source for
anything aviation related, nevermind special procedures. If anybody
knows of one, please post, or email it to me.
