any voip service you buy is for use anywhere in the world. I know people in the Islands that use Packet8, others use SunRocket. Here in Tegus I know some that use Vonage and some that use BroadVoice. They all work since the device is not locked to a geographical area. Those services are generally purchased over the internet and the device is shipped somewhere in the US (by the voip provider) and then forwarded to Honduras (by the user).
Personally since I only recieve calls I use a combination of FreeWorldDialup+ IpKall to get a free US phone number in Washington state that rings in my ATA device here at my office. For the occasional outbound calls , FreeWorldDialup lets me dial toll free numbers...for free, so i have a good calling card that has a very simple rate (4 cents minute) and dial their 1-888 number to place my call. It can be reloaded thru their website so it keeps things simple for me.
As with all VOIP service, a broadband internet connection is required.
