Very quickly, cabbage is included in local meals in it's raw state. In that state, it usually causes gases and even cramping in the digestive system of some people. Also since it's served raw it has to be washed very well to clear all the bacteria that might attach to it. Most restaurants wash it well , but out on the street the air is filled with so many things and cabbage picks them up so easily.
So it's not the vegetable itself, it's how it's handled that can cause problems if you eat it at a unsanitary place.
